MN was proposed and seconded as Chairman and carried unanimously. Position accepted.

GF was proposed and seconded as Vice-Chairman and carried unanimously. Position accepted.

Cllr Bamford asked if there is a list of outstanding issues currently in progress and it was agreed JL is to contact Alex Maughan to ask if there are any handover files. JL agreed to be a point of contact for KB. ACTION JL

District Councillor Report

 

PW, on behalf of Long Bennington Charities, presented the accounts for year ended 31/12/24 and summarised the income and expenditure. Cllrs RESOLVED PW is reappointed as trustee for Long Bennington Charites.

Planning

 

Applications - S24/1302 Harwood Gray Application for Listed Building Consent

for repairs to the front roof, soffits and facias, repairs to the roof around the landing skylight and replace front door at 40 Main Road, Long Bennington. RESOLVED no comment

Village Hall Ownership – to discuss current position.    

 

No further update as this was covered in the Annual Parish Meeting. It was confirmed registration documents have been submitted to the Land Registry but an email confirming receipt advised that original documents were needed rather than certified copies. It was suggested and agreed that JL can get high resolution copies made of the original documents in case they are lost. It was RESOLVED up to £200 can be spent on copies. ACTION JL

Register of Fixed Assets – to review and approve.

 

Councillors were referred to the list of fixed assets, circulated ahead of the meeting and the list was approved by Councillors,

External Audit AGAR – To approve Section 1 and Section 2

 

Councillors were referred to the AGAR, having been circulated ahead of the meeting.

Section one Annual Governance Statement 2024/25 discussed – RESOLVED to approve section one - unanimous

Section two Annual Statements 2024/25 discussed – RESOLVED to approve section two - unanimous

It was agreed unanimously that the Chairman and Clerk can sign both sections and submit the return on behalf of the PC. ACTION CLERK

Request to improve grass verge on Winters Lane - to discuss

 

Cllrs discussed the request to place planters on the verge and for yellow lines to be installed. Cllrs agreed this is something that the PC is not able to support directly and defer to LCC as they have dealt directly with residents before over issues with verges (Acklands Lane). ACTION CLERK

Parish Council Communications – to discuss improvement

 

A member of the public offered help with communications during discussions at the Annual Parish Meeting. This is to be explored. ACTION CLERK

Cllrs were advised the insurance renewal process has commenced with a pre-renewal questionnaire having been completed following liaison with Phil Owen on behalf of the PFMC and Gareth Dawkins on behalf of the VHMC.

Finance

 

Councillors were referred to the attached schedule of invoices for payment totalling £7879.99.  RESOLVED – to pay the invoices. ACTION Clerk to arrange payment.

Monthly financial reports were provided – no questions raised.

Resolved to approve Community Cleaner hours worked and payment.

 

Resolved to approved £1000 financial donation from St Swithun’s PCC for churchyard maintenance. ACTION CLERK

Resolved to approve £500 financial donation from St Swithun’s PCC to support the Saxonwell News magazine production. ACTION CLERK

Resolved formally accept the audited accounts for the PFMC for YE 31/12/24 ACTION CLERK

Resolved to approve revised budget of £54050 for 2025/26 ACTION CLERK

Resolved to approve gift of £100 to internal auditor and agree continued audit arrangement. ACTION CLERK

Resolved to approve payment of £250 donation towards works to trees on corner of Manor Drive ACTION CLERK

Reports

 

Playing Fields Management Committee – It was confirmed the Pavilion project is still waiting for the outcome of the grant application. The preferred contractor is available to do the work in June. A meeting it to take place on 27th May to discuss the position.

Village Hall Management Committee – No report

Emergency Planning Group – No report. It was confirmed replacement of the Chairman is sought.

Road Safety – It was confirmed two new volunteers have come forward. MB to arrange training. ACTION MB

Police Report – an unmarked Police car is to be present in the village over the coming few weeks.

Footpaths & Streetlights – No report

Witham Meadow – No report
