No Report. It was confirmed AM has contacted LCC to try to arrange a meeting to discuss the traffic survey.

Improvements to Flood Warning Service – to discuss

 

The information was discussed and it was agreed to communicate it to residents via the website and Facebook. ACTION CLERK

Theft of tractor/mower – to discuss progress of police investigation, insurance claim and interim arrangements for playing field maintenance.

 

The theft was discussed and it was confirmed an insurance claim has been submitted along with further information requested by the insurer. Future security was considered and replacement costs discussed. Cllrs were also advised that the insurance broker has been asked whether the insurance business interruption clause would cover interim arrangements for grass cutting at the playing field.

Request from The Limes Management Company to install road signs – to discuss

 

Cllrs discussed the request to install road signs. It was agreed that the PC does not have discretion in this matter and suggest they may want to refer to LCC, Highways. Just because the road is private doesn't mean it's not a 'highway', it means it's not a Hiighway maintainable at the public expense. ACTION CLERK

Village Hall Ownership Structure – to discuss current position.

 

Cllrs were informed that a response from the Charities Commission is still outstanding. JL confirmed the T&Cs have been revised and have been circulated to the VHMC for comment.

Councillors were referred to the attached report. No questions were raised.

Finance

 

Councillors were referred to the attached schedule of invoices for payment totalling £20,076.72

RESOLVED – to pay the invoices. ACTION Clerk to arrange payment.

Monthly financial reports were provided – no questions raised.

Resolved to approve Community Cleaner hours worked and payment.

Reports

 

Playing Fields Management Committee – it was confirmed that the steering group has met with the consultants to discuss the Pavilion upgrade. A different grant (a small fund) is to be sought given the project is now just the building and not the playing field at this stage. The Summer Solstice Run was a successful, event as was the more recent Party in the Park. It was confirmed the tennis courts will be open for the summer holidays.

Village Hall Management Committee – no report

School Liaison – no report but Cllrs were advised that David Nicholson has been appointed an executive headteacher.

Emergency Planning Group - no report

Road Safety – no report

Police Report – no report but Cllrs were advised that all new cars, after 7th July, will have speed limiters installed.

Footpaths & Streetlights – MW advised that he has strimmed the footpath from Winters Lane to Witham Road (not LCC). It was agreed to report the overhanging tree outside Peacock Farm. ACTION CLERK

Witham Meadow – no report

Correspondence

 

Councillors referred to attached list of correspondence received during the last month.

No further questions but Cllrs were referred to an email regarding the more noticeable smell from the maggot farm on Valley Lane. Cllrs were advised that a further report has been made via a phone call. It was agreed to report the issue to SKDC. ACTION CLERK

Winters Lane – it was confirmed the footpath still hasn’t been reinstated correctly.
