Public Forum

 

3 members of the public were in attendance. A member of the public raised concerns over the increasing disturbance from HGVs, affecting quality of life. AM explained the limited options (TRO not an option). Another resident suggested a working party is established to agree a plan to improve road safety throughout the village. AM agreed to arrange a site visit with the LCC Highways Area Manager and prior to the meeting a group will meet to discuss main issues to be raised on site. ACTION AM

Minutes & Matters Arising from Previous Meeting 9th May 2022

 

Matters Arising  

18/875 and 18/855 MMW is still experiencing difficulties with the new email address and is to liaise with JL. ACTION MMW

18/875. It was noted the potholes have been filled but not well. AM is to find out who completed the works. ACTION AM

18/877. It was confirmed a representation has been submitted to the Planning Inspectorate re the Royal Oak development appeal. MMW expressed thanks to JL and the Clerk for time and effort in establishing a suitable response on behalf of the PC.

18/882 – RW advised some research has been done regarding the land at Elm Close and Cllrs agreed to proceed with registering the land. ACTION RW/CLERK

It was RESOLVED that the minutes be signed as a true record.

County Council Report

 

AM expressed thanks to the Rotary Club for arranging the Jubilee celebrations and the VHMC for the activities Thursday. This was echoed by Councillors, everyone agreeing the weekend celebrations in the village were excellent.

An update on County wide Highways improvements was provided. Cllrs were referred to a recent email regarding the Flood Alleviation Scheme, with LLC confirming the project will be phased and discussions are taking place with landowners.

Footpaths – it was confirmed some local footpaths (areas of Church St and Main Road), previously highlighted as requiring improvements, have been assessed, scored and are now on a waiting list. It was agreed to continue to report isolated problems via Fixmystreet.

AM agreed to chase Highways about the overgrown hedgerow on Vicarage Lane, towards Costa Row. ACTION AM

District Council Report

 

Councillors were advised the Annual meeting has taken place the Chair, Vice Chair and Cabinet appointed.

A planning meeting has recently been attended and notes are to be circulated to Cllrs via email.

Applications S22/1014 Barker. Application for first floor side extension, the

addition of dormer windows and the conversion of the garage to form an annex a 1 Vicarage Lane, Long Bennington. RESOLVED no objections.

Planning Appeals/Withdrawals Appeal re Traveller Site Valley Lane – it was confirmed there were issues with the connection for remote attendees of the meeting and because of this, it was agreed to adjourn the most recent meeting.

Appeal re Development of Land at Rear of Royal Oak, Long

Bennington – comments supporting the refusal decision have been submitted to the Planning Inspectorate.

Neighbourhood Plan – to discuss review 

 

It was agreed to defer discussion until next month. The Clerk advised an email has been sent to SKDC asking about the process for review and PW agreed to find out more details. ACTION PW

Flood Alleviation Scheme - to discuss proposals for Witham Meadow

 

IL provided summary of the proposal following the site visit with LCC and Kier. It was confirmed the volume of the attenuation pond will not be known until the modelling has been completed. Cllrs were advised landscaping will be done to enhance the area.

Chairman and Clerk’s Report

 

Chairman’s Report

It was confirmed emails have been exchanged with a contact at Cazoo giving reports of Cazoo vehicles continuing to travel through the village. It was suggested and agreed to send a letter to the owners of Roseland providing details of Companies whose vehicles are causing disturbances to residents. ACTION MMW/CLERK

MMW confirmed he attended the meeting with Caroline Johnson

Clerks Report

Councillors were referred to the attached report.

No questions were raised.

Cllrs were advised Allsecure have been called out as a couple of the CCTV cameras are not connected.

Finance

 

Councillors were referred to the attached schedule of invoices for payment totalling £9979.58

RESOLVED – to pay the invoices.

Monthly financial reports were provided, and no questions were raised.

Community Cleaner hours worked and payment – approved.

Reports

 

Playing Fields Management Committee – it was confirmed the AGM is 16th June, Steve Rowley is to investigate providing new showers for match officials and new benches are being installed in the next couple of weeks.

Village Hall Management Committee – it was confirmed the boiler has been condemned and grants are being sought for a new heating system that may cost approx. £10K. the Jubilee fundraising event raised around £1000.

School Liaison – no report

Emergency Planning Group Report – no report

Road Safety – no report

Police Report – it was confirmed speed checks have been done by the Police with two motorists having been stopped. Cllrs were informed a minibus on Costa Row has been damaged while outside the house.

Cllrs discussed recent reports of people knocking on doors advising they have spare tarmac from a job done for LCC Highways, asking if they want the drive doing. It was agreed to report this via the Parish News, advising resident to beware as these aren’t genuine employees of the Council. ACTION CLERK

Footpaths & Streetlights – it was agreed that AM is to report the blocked drain on Valley Lane and one opposite the new Junction near the island at the southern end of the village. ACTION AM

Witham Meadow Project Report – RW advised he has cut around the trees and the grassed area is already looking better from the cuts done in line with the development plan.
