APPROVED MINUTES of the Parish Council Meeting

Held Monday 7th February 2022

 

 

Public Forum

 

4 members of the public were in attendance. A resident referred to S22/0027 Newton and shared concerns, including loss loss of privacy, the tree survey being over 10 years out of date and proposed property not being in keeping with the area. PW confirmed he has spoken to the resident and will speak to the planning officer supporting concerns.

Minutes & Matters Arising from Previous Meeting 10th January 2022

 

Matters Arising  

18/806. Parish Council emails – it was agreed that new email addresses are to be established and circulated. ACTION CLERK

18/806 and18/791 – a letter is to be sent to Helen Macrow regarding directing HGVs away from Costa Row and Main Road, asking tenants are contacted again. ACTION CLERK/MMW

18/813 – minutes and actions from the meeting indicate a deadline, for a draft programme to be circulated, has expired. It was agreed to chase. ACTION AM

18/815 – Road safety. It was agreed to have a further discussion about road safety in the area between Vicarage Lane and Costa Row. ACTION AM

18/815 – Witham Meadow – considerations for pesticides are still being considered. ACTION RW

 

It was RESOLVED that the minutes be signed as a true record.

County Council

 

An update on local Highways works was provided. Details of recent discussions regarding A1 safety improvements was shared with new signage at the Foston slip road proposed. It was confirmed that a request to consider the junction at Roseland Business Park was included in discussions at meeting with LCC regarding the A1.

A summary of the recent White Paper re Levelling up was given.

District Council Report

 

Councillors were given details of staff changes in the Planning Dept and a summary of the White Paper (Levelling up) was provided from a District Council perspective.

Applications S22/0027 Newton. Proposal: Section 73 application to vary

condition 11 (Approved Plans) of planning approval S14/0612 (Erection of 2 dwellings with associated garages -amended version of previously approved S13/2341) to alter at Land Adjacent Parklands, Vicarage Lane, Long Bennington. RESOLVED to object as the application is a material change from the original, the is a loss of amenity, there is a significant change in the trees in the area since the last application, the property is not in keeping with the area and the position has changed. ACTION CLERK

S22/0124 Shaw. Submission of details reserved by Conditions 3 (Sustainable Buildings), 4 (External Materials), 7 (Bird and Bat Boxes), 8 (Boundary Treatments) and 9(Landscaping and Tree Planting) of S21/1843 (Erection of 5 dwellings (revised dwelling types on plots 17-21 following approval S16/1451) at Land At Main Road (North Of 1, Westborough Lane), Long Bennington RESOLVED No objection.

S22/0072 Alvey. Application for the conversion of an existing vacant mill building to a single dwelling, including new porch, erection of single storey extension, windows, rooflights and

dormer window at The Mill , Main Road, Long Bennington. RESOLVED No objection.

FURTHER PLANNING APPLICATIONS CONSIDERED

S21/0655 Minster Property Group. Application for the Development of 43 affordable dwellings and associated infrastructure at Land West Of Main Road, Long Bennington. RESOLVED to object to the plans for two storey houses at the rear of the existing bungalows on Main Road, question lack of detail for junction points for sewers and question viability of the application given the extent of the proposed maintenance at the site. ACTION CLERK

S22/0153 and S22/0074 Cazoo Ltd. Lawful Development (Proposed) application

 for creation of hardstanding at Hangar 2 Roseland Business Park, Long Bennington. RESOLVED not to object but request that approval is conditional on the previously agreed Transport Plan, to be submitted prior to any works commencing. ACTION CLERK

S22/0154 Fox. Application for single storey flat roof garden room extension, with new raised roof rear extension including new entrance porch canopy at Old Vine House 11 Wheatsheaf Lane, Long Bennington. RESOLVED No objection.

Planning Approvals – see agenda

Planning Refusals

Planning Appeals/Withdrawals – Appeal Smith. Land at Valley Lane, Long Bennington. It was confirmed the Planning Inspectorate cancelled the planning hearing. A rescheduled hearing is to be arranged.

Standing Orders and Financial Regulations – to review and approve

 

Councillors were referred to reviewed documents that were circulated prior to the meeting. RESOLVED to approve the updated versions.

Playing Field Signs – to discuss additional signs re dogs

 

Councillors were advised of a recent occasion where someone was on the playing field with 3 dogs and refused to leave arguing the signage is not clear and nothing is evident on the website indicating dogs are not permitted. It was agreed the PFMC are to discuss further signage and investigations are to be made into if a Dog Control Order might be possible. ACTION IL/PFMC

Lincolnshire Local Listing Campaign – to discuss

 

The Clerk advised little progress has been made but it was agreed to continue with the intention of listing the wide verges.

The purpose and value of the campaign was discussed, and AM agreed to investigate. ACTION AM

Parish Council Noticeboard – to discuss replacement/refurbishment

 

It was agreed to defer discussion until the march meeting as investigations into replacement lettering is still in progress. ACTION CLERK

Queen’s Diamond Jubilee Celebration Plans – to discuss

 

It was confirmed a street party is to be arranged with primary school and under children and over 70s to be invited. Details/costings of commemorative gifts are to be investigated. ACTION CL

Chairman and Clerk’s Report

 

Chairman’s Report

MMW confirmed he has discussed the position of Chairman and Vice-Chair with GF and whether they are both happy to continue if supported by Cllrs. Both agreed they would be happy to stand again for a further (and final) year.

Councillors were advised a salary review is to be conducted with the Clerk. ACTION MMW

Councillors were referred to the attached report.

Item 3 – it was agreed to speak with PC Mooney to establish how much time is spent in Long Bennington. ACTION MB

Item 9 – it was agreed to obtain further quotes for the works to trees at the Memorial Gardens, ACTION CLERK

Finance

 

Councillors were referred to the attached schedule of invoices for payment totalling £1375.94

RESOLVED – to pay the invoices.

 

Community Cleaner hours worked and payment – approved.

Reports

 

Internal Audit Report – the report was acknowledged and accepted by the Councillors and it was agreed, following recommendation by the auditor, that an annual internal audit is sufficient.

Playing Fields Management Committee – a summary of activity was provided including confirmation the accounts are with the examiner, the fire report has now been signed off fully, play equipment maintenance has bee completed and approval has been given for the purchase of two new benches at the play area.

Village Hall Management Committee – no report

School Liaison – no report

Emergency Planning Group Report – no report

Road Safety – MB advised that a significant amount of road noise from HGVs (particularly transporters) is caused by road imperfections on Main Road and Costa Row, opposite The Paddocks. It was agreed to report this via Fixmystreet. ACTION CLERK

It was reported that the flashing speed sign is still not working on Main Road near the Bowls Club and it was agreed to report it again. ACTION CLERK

Police Report – Cllrs were advised there was a burglary reported on Church Lane

Footpaths & Streetlights – no report

Communications Committee – no report.
