 ACCEPTED MINUTES of the Parish Council Meeting

Held Monday 5th July 2021

 

 

Public Forum

 

2 members of the public were in attendance. Councillors were referred to the request for donations for the wreaths for the war graves to be discussed in agenda item 12 and questions invited. No further comments made.

MMW referred to the recent sad news of the passing of Cllr Fearn’s wife Beryl. Deepest condolences were expressed by all Councillors. It was agreed to send a donation of £100 to the named charities on behalf of the Parish Council. Clerk

Minutes & Matters Arising from Previous Meeting 7th June 2021

 

Matters Arising

18/691 – the walkaround with LCC has been arranged for Friday 9th July. RW, JL and MMW to attend.

18/692 – the email to LCC regarding funding for potholes and footpaths is outstanding. Clerk

18/693 – a meeting with a planning officer is to be arranged. PW

 

It was RESOLVED that the minutes be signed as a true record.

County Council

 

Councillors were referred to the attached report.

District Council Report

 

PW confirmed that the Development Control Committee approved outline planning for the development of 50 houses adjacent to The Pastures. Disappointment was expressed regarding the lack of S106 provision for primary school education. MMW is to liaise with AM to tackle the issue with LCC.

Applications – S21/1183 Kirke. Application for extension to existing dwelling

comprising of entertainment room and garage block at Stable Barn, Church Street, Long Bennington. RESOLVED not to object but to comment on requirement for the existing tree line to be retained.

S21/1281. Harwood-Gray. Listed building application for installation of extractor vents at 40 main Road, Long Bennington. RESOLVED no objections

S21/1292 Liley. Application for a single storey extension at 4 Lilley Street, Long Bennington. RESOLVED no objections

S106 Provision – to discuss position regarding support for local amenities. 

 

Sub-committee meeting to be arranged and a report to be provided at the August meeting.

Proposed street names were discussed and no objections or strong views made.

To agree winners of Long Bennington Academy Anti-littering campaign poster competition.

 

RESOLVED - Postponed until the August meeting

Public Footpaths – to discuss response from LCC regarding Public Rights of Way.

 

A summary of the response from LCC was discussed and it was agreed to make contact with the Scunthorpe Angling Association to discuss whether permissive rights along the river bank may be granted. SP

Councillors were referred to the attached report. No questions were raised.

 

Councillros discussed the continuation of no paper meeting documents and it was agreed with the current arrangement. Councillors are to be asked before the meetings if any printed documents are required.

Finance

 

Councillors were referred to the attached schedule of invoices for payment totalling £4523.56

RESOLVED – to pay the invoices.

Community Cleaner hours worked and payment – approved.

RESOLVED to provide reimbursement to VHMC re annual insurance renewal £1,913.89. Clerk

RESOLVED to provide £200 donation to Royal British Legion to cover Remembrance Day wreaths and additional wreaths for War Graves.

Playing Fields Management Committee – a summary of the last meeting was provided.

Village Hall Management Committee – it was confirmed maintenance issues were discussed at the recent meeting, including details of vandalism to the noticeboard.

School Liaison – covered 18/715

Emergency Planning Group Report – It was agreed to request further volunteers, via the Parish News, to join the group following a couple of resignations. Clerk

Footpaths & Streetlights – no report

Communications Committee – it was suggested and agreed to undertake some research for free online booking systems for the Village Hall. All

Witham Meadow Project Report – a camera is to be discussed at the next meeting. Clerk
