It was RESOLVED that the minutes be signed as a true record.

County Council

 

Cllrs were advised that there is a new LCC Highways interactive map showing planned improvement works etc. including timescales. It was confirmed household waste sites no longer have the booking system in place.

Lincolnshire Fire and Rescue are offering businesses free safety advice – tel 01522 555777.

Following a recent consultation on local bus services, LCC will be submitting a bid for more funding for bus services.

It was confirmed the approved cycle lane is to be completed in this financial year.

District Council Report

 

PW advised the Planning Inspectorate is scheduled to consider the appeal of the local traveler site in February 2022. Cllrs were referred to the recent meeting with SKDC planners and it was agreed this was beneficial. Minutes from the meeting have been circulated to all Cllrs.

Cllrs referred to the footpath adjacent to the development opposite the playing field and it was agreed that JL is to communicate with SKDC to ensure the footpath is installed.JL

Planning

 

Applications S21/1516 Goff. Application for demolition of existing dwelling and

attached garage. Erection of replacement dwelling and detached double garage together with erection of detached single storey residential annexe. At 8a Main Road, Long Bennington.

RESOLVED to object on similar grounds as previous application, but not including loss of amenity as this has been addressed. Clerk

S21/1487 Pogson. Application for one area of land to be used as domestic garden for two plots forming part of previously approved residential development and one area of land to be used as attenuation pond for surface water collection from the development at land at Vicarage Lane, Long Bennington. RESOLVED to object due to lack of detail. Clerk

S21/1514 Roblin. Application for removal of existing portable office building and toilet block building and erection of new office building (incl. new staff wwelfare facilities – canteen, drying room, toilets and showers) at Hangar 8, Roseland Business Park, Long Bennington. RESOLVED no objections.

S21/1380 Cazoo Properties. Application for vehicle call-off facility comprising vehicle preparation building (call-off building), storage containers, spray booth building, fuelling station, security gatehouse and associated works at Roseland Business Park, Long Bennington. RESOLVED to comment with reference to S21/0458 and S21/0459 as the facility is being built to accommodate the increase in vehicles on site. Clerk

S21/1675 Ward. Application for the demolition of existing bungalow and erection of 2(no.) chalet bungalows at 50 Church Street, Long Bennington. RESOLVED to object due to overcrowding of the site, impact on the street scene, contrary to the Neighbourhood Plan and affecting the setting of a listed building. Clerk

S21/0458 and S21/0459 Roseland Estates Ltd. Application for Use of Land B8 Outside Storage at Roseland Business Park, Long Bennington. RESOLVED to support development at Roseland but object to huge increase in transporters travelling through the village 24/7 Clerk

It was agreed to contact the MP and Highways England to highlight to issue. Clerk

It was also agreed to contact the agent, Mike Sibthorpe, to obtain contact details for Cazoo to facilitate community liaison. Clerk

Development at Rear of Royal Oak – to discuss Parish Council position particularly re drainage

 

GF advised he has contacted Ken Pratt at LCC and there are no specific plans in place yet for the flood relief scheme. However, it was confirmed that access would be sought through the Royal Oak land and GF’s land beyond, to the River Witham to install drainage improvements.

Cllrs were unanimous, advising the PC would prefer GF not to facilitate drainage for the developer and not permit access to the Witham over his private land.

Witham Meadow CCTV camera - to discuss

 

IL is to circulate details of the model proposed for use at Witham Meadow. IL

 No directly related questions but it was agreed that AM would chase LCC Highways for an update on the improvements to the interchange at the southern end of the village. AM

Councillors were referred to the attached schedule of invoices for payment totalling £10061.43

RESOLVED – to pay the invoices.

 

Community Cleaner hours worked and payment – approved.

To acknowledge PKF Littlejohn conclusion of audit for YE 31st July 2021 -Cllrs acknowledged the audit.

Reports

 

Playing Fields Management Committee – a summary of the repairs currently underway was provided. An incident of vandalism from a known person was discussed and it was agreed to write to the individual advising that CCTV in on operation and any further incidents will be reported to the Police. Clerk

Village Hall Management Committee – a new door has been fitted

School Liaison – No report

Emergency Planning Group Report – No report

Road Safety – Cllrs were advised the speed indicator near the Bowls Club is not working and it was agreed to report this via Fixmystreet. Clerk

Communications Committee – No report

Witham Meadow Project Report – it was confirmed IL and RW have strimmed some areas to improve access for users. RW confirmed he has visited a site at Orston as suggested by a resident. It was agreed not to make the river accessible, as is the case in Orston, and the Rotary Club is to be contacted to enlist support. RW

Correspondence

 

Councillors referred to attached list of correspondence received during the last month.

Cllrs were referred to a late item of correspondence relating to a new consultation from N&SDC re Bantycock Quarry. It was confirmed no objection was made to the pervious consultation and no objections would be submitted on this occasion.
