 MINUTES of the Parish Council Meeting

Held Monday 6th December 2021

 

 

Public Forum

 

Six members of the public were in attendance. A member of the public referred to the pending planning application S21/0655 expressing continues concerns regarding foul drainage and two storey dwellings proposed to the rear of bungalows on Main Road. It was agreed to restate concerns to SKDC, requesting Anglian Water undertake full modeling to ensure the proposed drainage solutions are fit for purpose. ACTION CLERK

Minutes & Matters Arising from Previous Meeting 1st November 2021

 

 

MMW advised Councillors that Cllr Pearson has submitted a letter of resignation from the Parish Council as he is moving from the village. SP was thanked for hard work and support over the years while being an active member of the Parish Council, including a period of undertaking the role of Chairman.

 

Matters Arising  

18/774 – It was confirmed the reimbursement from the VHMC remains outstanding. GF to chase Action GF

18/784 – Cllrs emails re Data Protection to be investigated. ACTION CLERK

18/784 – Witham Meadow – the book tokens have been purchased but have not yet been given to the school due to Covid-19 restrictions.

 

It was RESOLVED that the minutes be signed as a true record.

County Council

 

A brief update on the financial position regarding highways funding was provided. Councillors were referred to contact made with Caroline Johnson regarding A1 safety and AM was asked to include the issue of Roseland Business Park access in future considerations and correspondence. It was agreed to ask Helen Macrow to request their tenants direct HGVs via Gonerby Moor rather than accessing Roseland via Main Road or Costa Row. ACTION CLERK

Flood Alleviation Scheme- Councillors were advised Anglian Water have failed to do the planned modelling and LCC have failed to monitor or manage the process. AM advised he will arrange a meeting with Councillors and LCC to provide more details of the current situation. It was suggested and agreed to write to LCC and Anglian Water expressing concerns and disappointment at the poor management of the project and unnecessary further delay in the delivery of the already overdue upgrade of the drainage infrastructure. District Council Report

 

Councillors were referred to newly approved design guidance at SKDC. PW advised Cllrs that there have recently been some incidents locally of the Planning Inspectorate approving appeals.

Planning

 

Applications S21/2281 Balow. Application for the erection of two storey

extensions, single storey extensions and first floor extensions to side of property at 28 church Street, Long Bennington. RESOLVED to object referring to Upper Witham IDB comments re drainage, no scheme having been proposed and materials not in keeping with local vernacular. ACTION CLERK/RW

S21/2333 Ballaam. Application for Proposed new access to serve plots 3 & 4 of approved application S21/1401 and division of shared private drive at land adjacent To The Old Telephone Exchange 25 Vicarage Lane Long Bennington. RESOLVED to express concerns over proximity of proposed access to bend in road and subsequent highway and pedestrian safety. ACTION CLERK

S21/2352 Johnson. Application for the erection of detached garage with office space above at 5 Church Street Long Bennington. RESOLVED to comment that robust drainage plans should be condition of sanction. ACTION CLERK

S21/2386 Ablehomes Limited. Application  for the erection of detached garage to the rear of 33 Church Street Long Bennington. RESOLVED no comment.

Planning Approvals – Councillors referred to S21/1675 discussing the planning officer comments that “soakaways are a suitable solution” and PW agreed to contact the planning officer to discuss this further. ACTION PW

Other planning issues – Councillors discussed the draft S106 agreement and it was agreed to comment per the feedback provided via email by SP and refer to the clause regarding interest (incorrectly not going to PC). ACTION CLERK

Precept 2022/23 – to discuss and approve precept requirement and discuss budget proposals.

 

RESOLVED to submit a request for £50950 for 2022/23. ACTION CLERK

Parish Agreement Scheme – Urban Highway Grass Cutting 2022-23 – to discuss/approve arrangements for next year.

 

RESOLVED to agree to continue with agreement, with the PC undertaking to cut the verges etc in the village and reimbursement from LCC per the Parish Agreement Scheme. ACTION CLERK

Witham Meadow – to discuss and approve purchase of equipment (from precept) per enhancement plans.

 

RESOLVED to purchase the 30cm mushroom seating, £329.90 exVAT and the portable magpost £162 incl vat plus £25 delivery.

Councillors were referred to the attached schedule of invoices for payment totalling £6588.46

RESOLVED – to pay the invoices.

 

Community Cleaner hours worked and payment – approved.

Reports

 

Playing Fields Management Committee – It was confirmed all works highlighted in the fire risk report have been completed except a door replacement, hedges have been cut and the yellow gate has been repaired.

Village Hall Management Committee – it was confirmed a new cleaner has been appointed, progress has been made with the new booking system and quotes have been received for the kitchen ceiling repair.

School Liaison – none

Emergency Planning Group Report – a new volunteer has joined the group.

Road Safety – transporters now mainly use the Gonerby Moor island when accessing Roseland but there is still a lot of HGVs. MB continues to do surveys and he has asked for increased policing in Long Bennington.

Police Report – No report

Footpaths & Streetlights – the speed indication device is still not working despite having been reported. Agreed to chase. ACTION CLERK

Communications Committee – no report.

Witham Meadow Project Report – Cllrs discussed the email with a quote for £125 to do a cut following the recent flail cut. RESOLVED to proceed with the work assuming no alternative can be agreed.
